Navy WWII Emergency Fishing Kit, used by servicemen, presumably after they had to abandon ship for some reason. In the sea, their only source of food would be rations on hand, and fish, so to survive an extended time at sea, fishing was the only option for food, as well as the water the fish contained. The kit is a nice OD Green HBT roll, containing various fishing hooks, lures, and lines.
