This is a tremendous WWI Navy grouping named to Seaman Carl J. Vosburg, who served aboard the USS Pocahontas during World War I and was under actual shell fire from an enemy submarine on May 2nd, 1918. This is corroborated by a letter signed by the commander of the Pocahontas indicating that Vosburg is privileged to wear three chevrons, two for his service and one for being under actual shell fire during this time.
